🏛️ Knowing the Battlefield: VBA vs VHA vs NCA

The Department of Veterans Affairs is split into three distinct administrations. Confusing the Veterans Health Administration (VHA) with the Veterans Benefits Administration (VBA) is one of the most common reasons claims get delayed or denied.

💵 VBA (Veterans Benefits Administration)

THE MONEY & CLAIMS ARM

Mission: Adjudicates claims, issues rating decisions (0%-100%), pays monthly tax-free disability compensation, manages GI Bill, VR&E Chapter 31, and VA Home Loans.

📍 Locations: Regional Offices (ROs) & Online Portals (VA.gov)

🏥 VHA (Veterans Health Administration)

THE DOCTOR & HEALTHCARE ARM

Mission: Diagnoses and treats injuries, runs VA hospitals and outpatient clinics (CBOCs), provides therapy, fills prescriptions, and maintains medical charts.

📍 Locations: VAMCs, Outpatient Clinics & Vet Centers

⚠️ Fatal Mistake to Avoid:

Telling your primary care doctor at a VHA clinic "My back is getting worse" does NOT file a claim with the VBA! VHA doctors do not issue disability ratings or cut checks. To trigger a VBA rating review, you must formally submit VA Form 21-526EZ to the VBA. Use VA Form 21-4142 to grant the VBA access to pull your VHA treatment records!

📜 How to Link Your VHA Medical Records to Your VBA Claim:

Submit VA Form 21-4142 & 21-4142a: Authorization to Disclose Information to the VA.
Download VHA Records via MyHealtheVet: Log into MyHealtheVet and use the Blue Button Report to download your complete progress notes, lab results, and diagnostic imaging.
Upload Direct Evidence to Form 21-526EZ: Attach your VHA medical records directly to your claim upload on VA.gov so the rating specialist (RVSR) sees them on Day 1.
