To qualify for the PCAFC Family Caregiver Program, the Veteran and Caregiver must meet these 4 straightforward standards:

The Veteran must have a single or combined service-connected disability rating of 70% or greater (from ANY military service era).

Need for Assistance with Daily Living (ADLs) or Supervision
Due to physical or mental health conditions, the Veteran requires daily in-person assistance for at least 6 continuous months with:

Does the Caregiver stipend reduce the Veteran's VA disability check?
No, absolutely not. The Caregiver stipend is paid separately and directly to the family caregiver. It has zero impact on the Veteran’s monthly disability compensation.
Is the Caregiver monthly stipend taxable by the IRS?
No. The VA PCAFC stipend is classified as a non-taxable federal benefit under 38 U.S.C. § 1720G.
Can a spouse be the primary caregiver?
Yes! A spouse is the most common designated Primary Family Caregiver. Adult children, parents, and siblings are also fully eligible.
Can we stack Caregiver Stipend with Aid & Attendance (A&A)?
