VA Wartime Pension & Aid & Attendance Guide

The VA Wartime Pension (Non-Service Connected Pension) is a tax-free, monthly cash benefit paid to eligible wartime veterans who meet age or disability criteria and have limited countable income and assets. Unlike disability compensation, wartime pension does not require your disability to be connected to military service.

1. Wartime Service Rule
90+ Days Active (1+ Day Wartime)

Veterans who enlisted on or before Sept 7, 1980 need at least 90 days active duty with 1 day during a recognized wartime era. Those entering after Sept 1980 need 24 months (or full tour).

Assigned to qualifying wartime veterans with no additional specialized daily living needs. If a single veteran has $500/month in countable Social Security income, the VA pays approximately $877/month to bring total income up to the statutory MAPR threshold.

Highest Pension Tier for Veterans Requiring Daily Personal Assistance

The most powerful pension tier. Paid when a veteran requires the regular assistance of another person to perform basic Activities of Daily Living (ADLs) such as bathing, dressing, eating, adjusting prosthetic devices, or protection from environmental hazards due to cognitive impairment (Alzheimer's / Dementia / Parkinson's).

1. Countable Income & Medical Expense Deductions (UME)

The VA calculates your benefit using the formula:

Monthly Payment = (MAPR - Countable Income) / 12

Unreimbursed Medical Expenses (UMEs) exceeding 5% of the base MAPRโ€”such as monthly assisted living fees, home health aide payments, adult daycare, and prescription costsโ€”are subtracted from gross income. This frequently drops countable income to $0, allowing the veteran to receive the full 100% maximum pension payout!
